Abstract

The article reports on an ordinance enacted by Manhattan Beach in California to ban the use of plastic bags. The town decided it was inappropriate to file an environmental impact report under the California Environmental Quality Act. There was a concern that the ordinance might encourage much bigger cities to enact similar restrictions. It was said that the state spurns the zone of interest test and allows public interest and taxpayer standing.
