Towards a New Democratic Order: An Analysis of Hybrid Democracy and Globalization.

Abstract

Globalization has and will continue to influence both democratic nation-states and the democratic process. Whereas some scholars argue that globalization has negatively affected democratization around the globe, others have a more nuanced view of globalization, positing that globalization can actually help to create more stable and legitimate democratic regimes. The purpose of this research paper is to propose a new way of identifying democracy at the theoretical level. Once democracy is defined as a non-Western concept, it is possible to cultivate hybrid democratic institutions through new avenues opened up by the globalization process. These new hybrid regimes are tied to established democracies not through a permanent set of legal codes and procedures, but through universal codes of rights and behaviors. When globalization is treated as a value neutral force, and democracy is defined as a universal set of norms and beliefs, Cosmopolitan Democracy can be fully realized at the structural and institutional level.
