Abstract

The article looks at the governing practices of U.S. President Barack Obama as of October 2012. It recounts the 2011 negotiations and ultimate deadlock between the Obama administration and Republican leaders in the U.S. Congress over raising the federal debt ceiling. The author suggest this episode changed Obama's view of the possibility of bipartisan compromise, and say that since then he has used administrative means and executive power to take policy steps which a Congressional majority does not support. It cites as an example his June 2012 announcement of a suspension of deportation for young undocumented immigrants. The views of conservatives and liberals about Obama's actions are described.
