Abstract

The article discusses the social and psychological aspects of a stunt pulled by the German newspaper "Berliner Morgenpost" in November 1919, during the Weimar Republic government, when the paper staged a contest simulating a manhunt in order to encourage citizens of Berlin, Germany to keep watch for crime. Reporter Egon Jacobsohn played the criminal and a reward was offered for the first person to make a citizens' arrest. Power structures, citizens' agency, and law enforcement in Germany are discussed, as well as Social Democratic President Friedrich Ebert and the conditions of the Versailles Treaty.
