Budget cut predictions.

The big decisions are building up for Reagan. Huge deficits plus new softening in the economy point to needing billions in spending cuts affecting millions of people and firms. Some programs being considered for cuts are farm subsidies, medicare, federal pensions and veterans' aid. The certainties are: the new proposed budget will be a modified flat tax, Social Security benefits will not be cut, and direct benefits to the poor will be spared.
