Abstract

Focuses on the idea that if the Earth is truly heating up, people should think up ways to capitalize on it, rather than choking the economy out of fear in October 2002. View that Canadian Prime Minister Jean Chrétien has turned into an environmental zealot because he seems intent on committing Canada to the Kyoto agreement on greenhouse emissions before Christmas, despite very strong opposition from industry and the provinces. Discussion of the agreement which in its present form is said to have little impact on global temperatures, but will impact the Canadian economy, according to a study prepared by Standard & Poor's Data Research Inc. on the transition costs of reducing carbon dioxide emissions. Idea that the Kyoto agreement will stimulate technology, create investment uncertainty, and give a competitive edge to the heaviest-polluting countries such as China; Opinion that there is no definitive evidence that the Earth is heating up.
