Preparing for next budget round.

The White House staff is planning its strategy for dealing with the budget, taxes and trade, in preparation for the next session of Congress. The aim is to reduce the deficit enough to satisfy the Gramm-Rudman, Deficit Reduction Act, without scaling back the defense build-up or raising taxes.
