O público em disputa: debates sobre a televisão pública nas políticas brasileiras de comunicação.

The debate about public broadcasting in Brazil meets his first dilemma in the 1988 Constitution, which mentions the complementarity between public, state and private systems, without posterior attempts of regulation. The discussion on this topic usually has two paths of interpretation to the public - the state or the society. Moreover it is frequent the view opposed to the commercial. In the first decade of this century, the theme gained force in the brazilian social agenda and some definitions have been achieved in the 'Fórum Nacional de TVs Públicas' in 2007 and in the 'Conferência Nacional de Comunicação' in 2009. This article seeks to understand the diversity of views about the public system of media in Brazil, in order to situate the debate in which emerges a new Federal Government policy to the sector, with the creation of Empresa Brasil de Comunicação (EBC).
