Abstract

The article comments that U.S. Health and Human Services (HHS) Secretary Kathleen Sebelius is the right one for the position. It indicates that the Supreme Court 2012 decision that the expansion of Medicaid programs could not be mandatory made Sebelius the top negotiator with U.S. states contemplating whether to expand Medicaid services. The article also observes that Sebelius kept an open-door policy for governors and tried behind-the-scene negotiations rather than laying out strict rules.
