Abstract

The article focuses on the efforts of the government of New Zealand to strengthen conservation of natural resources, improve efficiency, and save money. For the same the government has established a new cabinet-level Department of Conservation. With this new department, the government completely departed from the old system, which scattered conservation activities over several departments. Although it is still too early to declare whether the experiment has succeeded or failed, the government and the citizen conservation groups that advocated a reorganization have discovered that moving the pieces and the players does not necessarily solve all of the problems.
