Reports that German Chancellor Helmut Kohl is at the top of his career, and if things keep going his way, by this time next year, he could by the first chancellor of a reunited Germany. Last November, Kohl seemed to recognize that the East Germans were above all eager for tangible progress toward a better life. With his plan for total unity announced last month, he struck a note that most E. Germans were eager to hear--unity with the West, as quickly as possible.
