Claims that in addressing demand, public libraries should first distinguish between public wants and needs. Explanation that in the U.S. society, the private sector provides both the wants and needs of people; Reasons for the limitations of the public sector in providing goods and services to people; Argument of the author that the public sector should only provide the goods and services that the private sector cannot meet; Debate on the issue of whether public libraries should supply popular materials for its users.
