Model Development as a Research Tool: An Example of PAK-NISEA.

The article presents a model development approach for proposing the Pakistan National Information System for Educational Administrators (PAK-NISEA). It defines the features of the proposed model, including development in phases, pooling the existing information systems and access and services based on knowledge environment model. It also asserts that the model is an effective research tool which provides a logical guideline to researchers in proposing any new library systems or services.
