Abstract

Highlights: [•] We estimate the impact of New York City's shift to universal free school breakfast. [•] Breakfast participation increased modestly for all school meal eligibility groups. [•] Increases for those previously free-meal-eligible suggest a non-price mechanism. [•] A concurrent lunch price increase did not affect full price students’ participation.
