A promoção da 'excelência' gerencial nos institutos e centros de P&D brasileiros: para além dos modismos gerenciais.

The paper discusses the Projeto Excelência na Pesquisa Tecnológica (PEPT), aimed at improving the management of Research and Technology Organizations (RTOs). Th e business model proposed in PEPT encourages RTOs to review and refine their organizational routines. However, the innovativeness of RTOs can be limited, since, immersed in cycles of continuous improvement, RTOs may not perceive changes in the environment, nor that the prevailing routines and capabilities may no longer meet the new problems. PEPT promoted a micro-institutional agenda in RTOs, focused on optimizing strategy. Th us, public policies and the change in the attitude of RTOs must converge to define the roles of these organizations and their contribution to the Brazilian development process.
