Abstract

This article discusses the 1990 budget process. The year 1990 began and ended with progress in arms control, and throughout the year peace advocates scored victory after victory. But 1990 also brought major disappointments. And in November, 22 NATO and Warsaw Pact nations met in Paris to sign a historic agreement drastically reducing conventional weapons in Europe. But this dramatic progress was overshadowed by the Persian Gulf crisis and Congress's subsequent failure to significantly reduce the military budget. During the midsummer budget negotiations, a New York Times poll indicated that 58 percent of the public favored further cuts in the military budget.
