Uses the Reagan administration, with over 800 Senate confirmed appointments, to examine patterns found in previous studies of presidential appointees. Continued pattern of `in-and-outers'; Partisan factors; Growing undesirability associated with high-level posts; Low salaries and a need to comply with ethics laws; More appointees being drawn from Washington community; Women do not fare well.
