The article focuses on the developments in Chinese planning system, process and economic mechanism related to the planning. It also discusses personal views of various western and Chinese scholars having relevancy with the planning process including Hu Angang, Barry Naughton and Wu Jinglian. It compares new planning with old planning and their impacts on Chinese economy both as a system and as an economic mechanism.
