Bill would create panel to meet Rio objectives.

Reports that a House Foreign Affairs subcommittee on July 22, 1992 approved a bill to establish a US Commission on the Environment and Development which would be charged with determining how to implement the objectives spelled out at the Earth Summit held in Rio de Janeiro in June 1992.
