Water supply operators in BiH operate at losses, due to the low prices set by the local authorities and high costs of water supply services incurred by operators. Losses of operators are uncommon even unusual for countries in transition, except for Albania. It means that water supply operators are not regulated properly. As such, they are not attractive to private sector participation. The BiH authorities should raise the issue of measuring the efficiency of water supply operators and appropriate regulation.
