Abstract

The article discusses disagreement over liability for costs associated with data breaches such as one that victimized debit-and credit-card users at retailer Target Corp. in November and December, 2013. Banks argue that stores should pay the cost of issuing new cards to victimized consumers. Retailers say banks need to adopt more secure card technology such as cards with embedded chips.
