- The article discusses attacks of civilians and humanitarian aid convoys in Homs, Syria despite a three-day cease-fire that was agreed to as part of international peace talks regarding the Syrian Civil War as of February 9, 2014. Topics addressed include siege tactics used in the war in which civilians are restricted from access to food and medical care, as well as the unlikelihood that a peace agreement will be reached at the talks.
