- Reports on the triple increase in recyclables and yard trimmings collections in the West Valley area of Santa Clara County in California in 1995 as a result of program expansions. Addition of mixed paper collections in the curbside recycling program; Municipalities included in the program; Adoption of a variable rate refuse fee by certain municipalities.
