Abstract

The article presents information related to the U.S. Congress. Passing seedlings out to voters is unlikely to alter the popular impression that the 104th Congress is slashing through twenty-five years of environmental progress faster than a fellerbuncher through green timber. Democrats, the U.S. Environmental Protection Agency officials and state and regional water agencies complained when the write-up of the bill was carried out without their participation at a series of industry task-force meetings coordinated by Charles Ingram of the U.S. Chamber of Commerce and the Clean Water Industry Coalition.
