Abstract

Target areas are much more concerned than other parts of the images in many remote-sensing applications. It is an ideal way to perform different compression ratio to decrease data volume in an image. A modified bit rate allocation scheme was proposed to extend the capacity of the Consultative Committee for Space Data Compression Standard (CCSDS-IDC) for the military purpose. A new segment regrouping and ranking scheme was used to allocate the bytes according to priorities of the segments, the ratio of high-priority segments and the rate-distortion model. The results show that both the local peak signal to noise ratio and the visual effect of the reconstructed image are improved by the scheme. [ABSTRACT FROM AUTHOR]
