Abstract
- The article discusses the perceptions of citizens related to roles of local, state, and national government agencies in the relief effort and disaster response policy. Topics discussed include confusion during the relief operations, emergency response and problems for the long-term recovery. It also discusses the government's responsibility for the entire disaster response system.
