The paper refers to «monitoring» and «assessing» specific features, within the framework of the object's characteristics: actors of local development management and differences existing between these two complementary processes. The operational feature of a «local development» concept makes possible a first approach to the matrix of «logical framework» additionally putting into practice, in its methodology, a triangulation process: «brainstorm», Delphi and statistics techniques.
