Abstract

E-government plans are helping to transform the way we understand the relationships among the stakeholders involved in the implementation of public policies. As part of the countless transdisciplinary contributions to this process of change, literature has reserved a wide space to the development of approaches aimed to improve the devices offered via the Internet and, in particular, those which are mainly hosted in web portals. Based on a study focused on health policy, one of the most visible areas of progress, the main objective of this paper is to suggest a method (a combined implementation of an accessibility test, an expert test and an e-mystery user experiment) that qualitatively and comprehensively analyzes the service delivery and the attention to citizens within a territorially decentralized system, considering the accessibility, usability and service capabilities as well as the range of information and communication mechanisms offered.
