Abstract

The author expresses his opinion on the notion of failed States and the challenges it pose to international law and international community. Topics discussed by the author include the characteristic features of failed States, how to ensure the human rights of people living in failed States, and the proposed solution to State failure, such as using the work of the United Nations Peace Building Commission, use of transitional territorial administration, and humanitarian intervention.
