Abstract

Standards of quality as discussed in work on excellence in the practice of public administration in the democratic context center around a set of words beginning with "E" in the English language-- efficiency, effectiveness, economy, equity, equality, ethical, evaluation/empirical and electronic. Each of these determinants of quality have enjoyed periods of pronounced importance and popularity in the history of public administration. Since each of these norms leads to different general approaches to the development and implementation of public policy, discrepancies in focus on the individual or combinations of the Es of public administration involves potential to create dramatically different effects on public programs. Nevertheless, relative importance and distinct roles of the Es of public administration has been rarely examined. The article examines relative prevalence of the administrative Es in political discourse surrounding topics related to health and general human welfare in Canada during the first ten years of the twenty-first century. The analysis presented in this article also helps to clarify exactly what is meant by quality in real world exercise of modern public administration theory. [ABSTRACT FROM AUTHOR]
