Abstract

The article discusses the issue of elderly inmates remaining incarcerated despite posing a decreased threat to society, how prison conditions affect the elderly, the rate at which New York grants parole and compassionate medical release to elderly prisoners, and the rate of recidivism among elderly prisoners. Topics include the Release Aging People in Prison (RAPP) campaign which was founded by former inmates and advocated the decarceration of elderly inmates, how the U.S. prison system impacts Black and Latino populations, and the cost to taxpayers of keeping elderly convicts incarcerated.
