Abstract
- The article discusses Steve Couper's views on implementation of the Resource Management Act of 1991. Along with came the word 'sustainable development' which was used by the United Nations Commissions. New Zealand has been considered as an example of implementing the environmental law reform but that doesn't seem to be enough. Even after implementing the act the waterways continued to deteriorate.
