- Comments on a memo issued by the Republican National Committee (RNC), under the chairmanship of Lee Atwater, alleging that U.S. House Speaker Thomas Foley was a homosexual. Response of President George Bush to the notion that Atwater should resign for his wrongful insinuations against Foley; Reasons cited by Atwater in his defense; Factors that assisted Atwater in retaining his job after the memo controversy; Reaction of various other legislators to the memo; Attribution of the memo to RNC communications director, who resigned without implicating Atwater.
