Abstract
- The article focuses on state and non-state buyers who have the tendency towards sporadic purchasing of North Korean military weapons and services. The authors believe that customers such as Republic of the Congo, Tanzania and Eritrea share some degree of reluctance and their choice of North Korea reflects lack of options. This category of customers is thought to demonstrate the least affinity for North Korea as a supplier and is more open to normative arguments.
