The focus of this paper is to discuss, through a critical approach, improvements in democratic participation in European governance. The evolution of the rules of transparency of the European institutions towards interests groups representation and the increasing role of subnational local authorities are analysed in order to evaluate how the multi-level governance system cope with the problems of the international instabilities.
