Abstract

The article reports that the policy studies which are intended to test or enrich areas of social science theory call for a different focus and make more demands on measurement. Theory is not usually limited to the particular variables most relevant to an evaluation of a particular program. Even a limited set of propositions related to learning theory is much broader than the specific characteristics of a particular education program and its effects, even though that program is based on some more general conception of how people learn.
