Abstract

The article discusses the case for bulk surveillance powers contained within the Investigatory Powers (IP) Bill in Great Britain. It explains the unique value of bulk data and the issues of privacy and proportionality in the use of bulk data by intelligence agencies. It also mentions the reduction of intelligence agencies' ability to counter a range of threats in removing or constraining bulk powers.
