Abstract

Europe's Emissions Trading Scheme that begins on January 1, 2005, but as with any other piece of legislation, preparation for its consequences is underway well in advance of the deadline. The real outcome will not be known until the various Member States of the European Union have drawn up their own National Allocation Plans. Great Britain has been quick out of the blocks, but not necessarily to industry's advantage as CHPA director David Green points out. The fundamental unfairness of the Emissions Trading Scheme is that it exists at all. It should not be too difficult to work out an acceptable level of emissions for any given industry, then institute progressively more punitive measures to deal with companies who go above it.
