Abstract

This paper considers the role of planning in the housing crisis. It responds to a common neoliberal critique of the planning system by providing evidence that, rather than contributing to the housing crisis, planning can play a key role in solving it. To do this the paper first explains the weaknesses of the 'anti-planning' analysis of the housing crisis, and then considers three solutions in which planning plays a key role. These are: (1) diversifying the housebuilding market; (2) intervening in the land market; and (3) supporting and resourcing strong, pro-active planning. If these solutions are supported with the requisite legislation, support and powers, then the housing crisis is surmountable. [ABSTRACT FROM AUTHOR]
