Abstract

The article reports on a survey of officials of the U.S. Department of Homeland Security (DHS) and the U.S. Department of Health and Human Services (HHS), which found that agencies didn't respond effectively to Attorney General’s April 2018 "zero tolerance" memo. They did not plan for the potential increase in the number of children separated from parents ay the U.S.-Mexico border.
