Abstract

The fifth Colonial Conference was held in London, England in April 1907. One of the chief questions which it had to consider was a proposal from the British government for the creation of an Imperial Council. The proposal was welcomed by Australia, Natal and the Cape, but was emphatically rejected by the Canadian government. This opposition from Canada was decisive. The new liberal government which had just come into office was not much interested in a proposition emanating from its conservative predecessors. The author says, there seems to be an impression abroad that the whole Commonwealth is yearning for some more closely integrated form of unity and that the chief obstacle is the government in Canada.
