Abstract

The paper presents the results of evaluation of strategic development plans for cities with more than million population in Volga Federal District of the Russian Federation. Integral ranking of the strategic plans is made by combining the results of accessibility of strategic documents for stakeholders, availability of communication channels and readability of these documents. The studies have shown that that on all three criteria city Samara is the first, followed by Kazan and Perm. City Ufa is on fourth place and city Nizhny Novgorod is the last. Most of the strategic development plans are freely available. Any interested person can easily find strategy documents on the Internet. The opportunity to make suggestions, comments and adjustments also exists in most cities (except Nizhny Novgorod). Text of the strategic documents is convenient and understandable for all cities except city Ufa, according to the Flesh's readability index. [ABSTRACT FROM AUTHOR]
