Abstract

The article examines the reasons behind the failure of the International Marriage Broker Regulation Act (IMBRA) enacted by the U.S. Congress in 2005 to attain its goal to protect and inform women in the international marriage broker industry. Topics covered include factors that lead Russian women to use a broker business to find a husband in the U.S., the conditions facing mail-order brides and their susceptibility to domestic violence, and a critique of the gaps and shortcomings of IMBRA.
