Invain do party caucuses, in vain does the Governor, plead for harmony and appeal for new revenue. Formidable objections are offered to every proposed additional tax, and the legislature seems almost at its wits' end to know how to provide the money to meet the expenses which it has authorized. No phenomenon of our time is more significance for the future than the simultaneous outflow of nearly all the civilized European peoples into new countries.
