Abstract

In this paper, an expression for the Cramér–Rao bound (CRB) on the frequency and damping of electromechanical modes is derived. This provides an invaluable tool when documenting the performance capabilities of mode meter algorithms, as the CRB is used as a benchmark to which mode meter variance may be compared. It is shown that the derived CRB expression is supported by several well-known mode estimation phenomena, and it is numerically validated using the asymptotically efficient Prediction Error Method (PEM) on Monte Carlo simulations of an autoregressive moving average (ARMA) model. Finally, a practical use case is given, in which the CRB on the frequency and damping of an inter-area mode from the miniWECC system is used to compare the performance of several well-known mode meters in a study of how sample size affects accuracy.
