Tilak Devasher Pakistan: The Balochistan Conundrum, Harper Collins, New Delhi, 2019, pp. 359+xxxi, Rs. 899, ISBN 978-93-5337-070-5 It is not often that Pakistan is talked of in terms of the diversities it embodies. Devasher underlines that Pakistan has persistently betrayed the Baloch people, and failed to live up to its commitments, such as for provincial autonomy made by Zulfiqar Ali Bhutto while seeking Baloch backing for a consensus constitution in 1973 (p. xxiv). Social indicators in the region are disconcerting and, in terms of the Human Development Index (HDI), Balochistan remains far behind compared to other provinces of Pakistan (p.145).
