Abstract
- The article discusses problems and the stakes that make the elections in India perhaps the most colossal experiment in the history of democracy. Ninety-five percent of the electorate in India is illiterate. The number of those with own radio sets is even less than five percent. The countryside is still not electrified and there are no good roads, which would make communication and transportation easy. The little experience that India has in the complicated art of electioneering is based upon a very limited franchise qualified by education and property ownership.
