Failure of foreign policy that was intended to clear the air and dispel some of the apprehensions concerning the future peace shared by the American people and by the people of other countries; Increasing psychological insecurity among Americans; Need of the U.S. to have adequate military forces for the quadruple purpose of enforcing the terms of peace; Arguments against the proposal of the Chief of Staff and the President which fail to admit problems faced by military forces; Comments of Truman on the atomic bomb scrapping all navies, armies and air forces.
