Doubts over the cooperation of cotton producers for the new program; Increase in the prices of cotton; Views that cotton producers can make money by refusing to restrict acreage; Opposition to unlimited production by small cotton farmers; Support of the reduction program by the big planters; Criticism of the soil conservation law on pursuing irreconcilable objectives; Subsidy for farmers; Utilization of agricultural land in an efficient manner; Argument that subsidies do not ensure efficient land use; Emphasis on the encouragement of production cooperatives, in which many farmers would have possessed sufficient resources to purchase adequate equipment and hire expert advisers.
