Assertion that scientist does not act, or even counsel action on the part of others, until the evidence is clear; Suggestion that to be effective, guidance must be based upon a definite plan or on a set of concrete objectives; Assertion that any possibility of purposeful social change depends upon whether or not a fair proportion of the leaders of the country's thought can bring themselves to agree on a limited list of crucial objectives.
